I have advocated for years for increased transparency, ownership and accountability for earmarks. Earmarks must be declared and publicized by the Member, which is a current House rule. Earmarks must be part of regular order through the sub committee, committee and floor for full public review and an opportunity for Members of Congress to amend out any frivolous earmarks.
